Industry Support Services
Industry Support for Quantum Adoption
QSECDEF expert members provide advisory, implementation support, and programme support for organisations adopting quantum-safe technology. Practical, sector-specific, and grounded in direct delivery experience.
What We Do
Six areas of industry support
Industry support services span the full arc of quantum adoption: from initial advisory through programme execution to validation and capability development. QSECDEF members engage at the level the organisation actually needs.
Quantum Adoption Advisory
Organisations beginning their quantum security journey face a market where vendor positioning is aggressive and independent assessment is scarce. We provide structured advisory support that helps organisations understand where they sit on the quantum risk spectrum, what their near-term obligations are, and how to build internal capability without becoming dependent on a single supplier.
Programme Support
Quantum-safe transition programmes frequently stall at the intersection of technical complexity and organisational structure. We provide programme-level support that bridges the gap between engineering teams executing migration work and leadership teams managing risk, budget, and regulatory timelines. Our role is to keep the programme moving when it encounters the coordination challenges that are predictable but rarely planned for.
Implementation Review
Third-party implementation review provides the independent assurance that internal teams cannot give themselves. We review quantum security implementations against relevant standards, assess whether vendor-delivered work meets the specification, and identify gaps before they become operational vulnerabilities. Reviews are structured to produce findings that procurement, security, and technical teams can act on independently.
Technical Due Diligence
Acquisitions, partnerships, and procurement decisions in quantum security require technical due diligence that goes beyond standard IT assessment frameworks. QSECDEF members conduct due diligence reviews of quantum technology products, services, and companies, assessing technical claims, maturity levels, and fit with the acquirer or partner organisation's requirements.
Standards and Compliance Navigation
Quantum security standards are evolving rapidly and unevenly across jurisdictions. NIST, ETSI, ISO/IEC, and national frameworks are developing on different timelines and with different technical emphases. We help organisations understand which standards apply to their situation, what the compliance timeline looks like, and how to structure their programme to meet multiple frameworks simultaneously without duplicating effort.
Team and Capability Development
Organisations building internal quantum security capability need more than training programmes. They need access to practitioners who have built teams in this space before. We support capability development through structured mentoring, expert-in-residence arrangements, and technical curriculum design that builds durable internal knowledge rather than short-term awareness.
Engagement Types
Industry Support Engagements
Industry support engagements vary significantly in structure and duration. These categories represent the types of support our members engage with most frequently.
Regulatory Transition Support
A financial institution, healthcare operator, or regulated utility facing a defined compliance timeline for quantum-safe cryptography needs support that spans regulatory interpretation, technical implementation, and evidence production. The compliance requirement is not abstract: there are specific standards to meet, specific timelines to hit, and specific documentation to produce. Organisations without prior experience of quantum security compliance programmes frequently underestimate all three dimensions.
Compliance programmes fail when regulatory requirements are treated as a checklist rather than an architectural constraint. We start with the constraint.
Discuss this engagementEnterprise Quantum Readiness Programme
A large enterprise operating across multiple sectors and jurisdictions needs to build a quantum security programme that is coherent across its business units, satisfies the most demanding regulatory requirements it faces, and can be executed with the internal teams it currently has. The programme must be structured to deliver measurable progress in the short term while building durable capability over a three-to-five year horizon.
Enterprise programmes require coordination across legal, procurement, engineering, and risk. Most stall at the coordination layer, not the technical layer.
Quantum Security Product Validation
A technology company developing quantum-safe products needs independent validation of its technical claims, standards compliance, and implementation quality before taking those products to market. Customers in defence, finance, and critical infrastructure will conduct their own technical due diligence. Independent validation that surfaces and resolves issues before customer scrutiny is materially more valuable than validation that confirms what the engineering team already believes.
Product validation finds the gaps that internal review misses because internal reviewers share the assumptions that created the gaps.
Discuss this engagementPublic Sector Quantum Programme Support
A government agency or public sector body running a quantum-safe transition programme needs advisory support that understands the procurement constraints, political timelines, and multi-stakeholder accountability structures specific to public sector delivery. Most commercial consulting engagement models are not designed for public sector programmes. QSECDEF advisory support adapts to the specific governance and accountability requirements of the client organisation.
Public sector programmes operate under procurement and accountability constraints that private sector consulting models rarely accommodate well. We work within them, not around them.
Why Choose Us
Why Organisations Choose QSECDEF
Industry support is only useful when it comes from people with direct delivery experience. Here is what QSECDEF brings to support engagements.
Practitioners, Not Consultants
QSECDEF industry support services draw on members who have run quantum security programmes, built implementation teams, and delivered results in live environments. The advice comes from people with direct delivery experience, not from people who have studied how others deliver.
Sector-Specific Depth
Industry support is not generic. The challenges facing a financial institution preparing for quantum-safe cryptography migration are structurally different from those facing a defence contractor or a healthcare system. QSECDEF support services are organised around the specific regulatory, operational, and technical context of the client sector.
Vendor Independence
QSECDEF has no commercial relationships with quantum technology vendors. Our advisory and support services do not create a pathway for vendor revenue. When we recommend an approach, a tool, or a supplier, it is because it fits the requirement. Our members' independence is the foundation of the advice they give.
Network Access
QSECDEF members span cryptographers, programme managers, policy specialists, legal practitioners, and technical implementers across 40+ countries. Where an engagement requires expertise that is not available through our core team, we draw on this network. Clients access a wider range of direct expertise than any single consulting firm can provide.
How It Works
How an Industry Support Engagement Works
Industry support engagements are structured around the specific objective, not a standard format. The process below is how we move from initial contact to structured delivery.
Scoping Session
We begin with a structured scoping session to understand the organisation, the specific support requirement, the relevant constraints, and the decision-making structure. The output is a written scope statement, not a slide deck.
Support Model Design
Industry support engagements vary in structure. Some require ongoing advisory access. Others require focused short-term delivery. We design the support model to match the actual requirement rather than defaulting to a standard retainer format.
Team Assembly
Where the engagement requires specialist expertise beyond our core team, we draw on the QSECDEF member network. Each team member is selected for their specific skills and their experience with the type of organisation and challenge in scope.
Delivery
Delivery is structured around the support model agreed at scoping. Advisory engagements are outcome-oriented, not time-oriented. We measure progress against the stated objectives, not against hours billed.
Knowledge Transfer
Every engagement ends with a structured knowledge transfer that ensures the client organisation can continue independently. We do not retain clients through dependency. The goal is that the support we provide builds internal capability rather than replacing it.

FAQ
Frequently Asked Questions
What types of organisations access industry support services?
Industry support services are used by organisations at different stages of their quantum security journey: those just beginning to understand the regulatory and technical landscape, those mid-programme who need independent review or coordination support, and those near completion who need validation and attestation documentation. Organisation size is less relevant than the complexity of the challenge and the seriousness of the decision-making.
How is industry support different from strategy consulting?
Strategy consulting produces recommendations. Industry support services produce outcomes. The distinction matters when organisations have already made strategic decisions and need help executing them, navigating unexpected complexity, or validating that what has been built matches what was specified. We engage at the level the client actually needs, not at the level that justifies a larger engagement.
Can QSECDEF provide support alongside an existing consulting relationship?
Regularly. Many organisations have existing consulting relationships for general IT or security strategy. QSECDEF industry support provides the quantum-specific technical depth and independent assessment that those relationships typically cannot. We operate as a specialist overlay, not a replacement for existing advisors.
What is the typical duration of an industry support engagement?
Duration varies significantly. A targeted implementation review might be completed in two to four weeks. A programme support engagement for a large enterprise transition might run across twelve to eighteen months. We scope based on what the objective requires, not on a default engagement length.
Does QSECDEF membership affect access to industry support?
No. Industry support services are available to non-members. Members at Expert tier receive advisory access as part of their membership. For engagements beyond that scope, or for non-member organisations, support is scoped and priced individually.
How does QSECDEF handle confidentiality in support engagements?
All QSECDEF consulting and support engagements are conducted under confidentiality agreements. Programme details, technical assessments, and client information are not shared outside the engagement team. QSECDEF does not use client engagement details as reference material in commercial conversations without explicit client consent.
